The national reform of modernization of the social services system, based on the principles of deinstitutionalization, pluralism and decentralization, allows Civil Society Organizations (CSO) to be a valuable asset in developing and providing community based social services. The inclusion of CSOs is opportunity for expansion of the community-based services, better social protection for all categories while bringing social services closer to the citizens, including family and civic support in social protection and improving the quality of services.
Existing and future CSOs, as community based services providers, are expected to demonstrate highest degree of responsibility and accountability, strong organizational capacity, good governance and self-regulation.
