“Social Dialogues” – A series of talks on the process and benefits of deinstitutionalization of social services in the Republic of Northern Macedonia

What are the challenges and improvements introduced by the National Strategy for Deinstitutionalization 2018-2027 and the new Law on Social Protection? What does it mean to provide community based social services for people with disabilities? Who can provide and implement community social services? What does the transformation of institutional social care into community social care mean? …
These are just some of the questions that, through a series of interviews, we will try to get answers from all stakeholders. We will talk to people with disabilities and their families about their expectations and experiences, representatives of the competent institutions responsible for implementing and monitoring the results of the reform, community social service providers (existing and new), responsible personnel for implementing and establishing new social services at the local level , representatives of projects that support the implementation of the transition from institutional to community care and many others.

Mayor of Kriva Palanka

Towards the middle of last year, through an inclusive process, the municipality of Kriva Palanka mapped the social needs and vulnerable groups and adopted a three-year Local Social Plan, thus actively participated in the wider national reform of modernization, deinstitutionalization and decentralization of social services. Mayor of Kavadarci

In early May 2021, the Municipality of Kavadarci officially adopted the Local Social Plan for the period 2021 – 2024. The municipality is already building experience in providing social services in the home and in the community. Voluntary service and community service provide support for the elderly and infirm. We are talking to the Mayor Mitko Jancev about the changes that the new social plan brings, based on the data from the mapping of the needs of the users and what are the biggest challenges.

Mayor of Stip

We talk with the mayor of the Municipality of Stip, Sasko Nikolov. In 2020, the municipality mapped the social needs and vulnerable groups and adopted a Local Social Plan for the period 2021 – 2024. Thus, Stip is one of the few municipalities that have been actively involved in the reform for modernization, deinstitutionalization and decentralization of social services.

Ankica Kijajova

Probistip

We talked to the councilor for social protection in the Municipality of Probistip, Ankica Kijajova. In December last year, with a decision of the Municipal Council, the Social Plan of the Municipality of Probistip for the period 2022 to 2025 was adopted. Kijajova was part of the working team, which with the support of the Project Supporting Modernization and Deinstitutionalization of Social Services, mapped the situation and needs in the municipality and prepared the Social Plan.
